MY STORY

As a single mother of 2, and a college graduate Of Governors State University Illinois, I was happy to receive a job offer from the State of Illinois Central Management Services (CMS) Department Of Human Services for Social Services Career Trainee in the spring of April 2014. I was driving on Route 30, from another job I worked as a Qualified Mental Health Professional. I pulled my vehicle over to a nearby parking lot to answer the phone. A man from The State of Illinois Central Management Services (CMS) ask whether I was still interested in the job as a SSCT which is a Social Services Career Trainee (the entry title for the first year probation before certification as a Human Services Caseworker for the State of Illinois). He provided me the destination And time to go for the interview in downtown Chicago, Illinois. I was interviewed by 2 CMS Employees.1 Male Hispanic, 1 Female African American. I drove to the interview with a friend who waited for me in the lobby. I was offered the position at the end of the interview and graciously accepted. My position began on a Friday, May 16,2014 at the local Kankakee County FCRC adjacent building next door, which was formerly the Illinois Department of Employment Security (IDES). IDES has previously closed in the previous years. This location called the Kankakee County FCRC Hub (or the Hub) was to be my work location along with many other SSCT Staff. All the new staff entered the SSCT position with Bachelors, Masters, and 1Doctorate Degree.

On 5-16-2014 I arrived for my first day at the Kankakee County FCRC minutes early and sat in my car. When I exited the car, I met the first co-worker I would be walking in with whom came to be a close friend, or so I thought. We walked into the building together and was led to a long line of new SSCT staff eagerly and nervously awaiting our first day as State of Illinois employees. We were led to the staff conference room by the office manager whom was a y’all male. Me and the first co worker I met sat together. I was surprised and excited to see that a familiar classmate from my Governors State University Criminal Justice Masters Program was one of the new employees. We acknowledged each other as everyone sat around the conference room tables. The day was long, for we had mew employee paperwork to complete. As well as the disorganization of the day from the office management. I was tired due to I worked my other job the previous day and ended my shift at 11:30 PM, And began this job at 8AM, and my Graduation from Governors State University was the next day May 17, 2014. I was also tirelessly writing a short narrative on Restorative Justice for Chicago Tribune Newspaper, which required many revisions that took away from the Restoration that is not being reported on within the city of Englewood, Illinois, at the urging of my Restorative Justice Instructor MR. J. Salm whom recommended me for the article due to my coursework and knowledge on the subject. The Chicago area was plagued with main stream media reports of gun violence , Englewood being one of the main reported cities. However, Tiredly I pressed on with my determination to work 2 full time jobs and go to my graduation, and many revisions.

I eventually had to resign from MR Qualified Mental Health Professional counseling position due to a conflict in hours. My hours for this job was from 5PM to 12AM. My hours for the Department of Human Services are Monday -Friday 8:30AM-5PM Management from both jobs had conflicts with the hours. Also the Qualified Mental Health Professional Counseling clients are recipients of the Illinois Department of Health & Human Services benefits. My earned income was much more as well.

My first few months at the job, I would not receive assistance to learn the state computer fiber optic system called the Integrated Eligibility System (IES), created by Deloitte Consulting Firm. The managers were very favorable towards some staff as compared to others. This behavior was acceptable by the Local Office Administrator (LOA). She tended to be very immature in that she liked drama and chaos. I later found out she had a reputation of chaos and what is called workplace bullying in the previous counties she worked as well as the KANKAKEE county FCRC. Her reputation was fueled with negativity. She would take long lunches and breaks with out signing out. She would allow certain staff to sit in her office with her each day. She also committed what is called workplace bullying or workplace mobbing against another male manager with her other 2 managers going along with it.

I had to learn the IES system on my own the first few months. I eventually received assistance from the male manager whom was bullied. He was not my team manager but was the only manager out of 3 whom would assist all staff with our assigned task. Many of the staff was upset when he left the job in 2016.

In April 2015 the yearly evaluation began amongst the 3 teams with the managers assigned to the teams. Many SSCT’s received their Evaluations to be promoted to Human Services Caseworkers and receive the promotion step increases which came along with the certification. The female manager for my team deliberately certified everyone on my team except myself and another female employee. Weeks went by without being certified and nothing was said or enforced by the LOA. This behavior was allowed. My ITHER co worker whom did also was not certified finally received her evaluation by our direct manager. This left me for almost 30 days with no evaluation and promotion. The male manager, whom was not my manager, came to my cubicle and directed me to come to his office. I went to his office and he stated, “ I am going to do your evaluation”. I looked very puzzled as to why he was doing the evaluation as opposed to my direct manager. He told me “what they were doing to me wasn’t right”. And told me that my direct manager stated, “she was not going to do it because she did not like me”. The other female manager did not want to do it as well. And the LOA allowed it. He kept stating, “it’s not right”. He conducted my evaluation and I thanked him for doing the evaluation, and I walked back to my cubicle with a new found respect for him and what he said and did on my behalf. The LOA states to me later that day, I’m surprised you took it well. There were negative evaluation of my usage of employee accrued time, ( employees have the right to use their accrued time as long as it is on the books). She hd no reason to make such a comment to me, for we have never conversed about anything private in my life. She had her favorite employees she allowed to sit in her office and fraternize with at the HUB.

After my certification, I finally felt a little relief. Our office atmosphere was very relaxed. We would go into work and receive our assigned task where we processed only medical assistance applications and medical applications referred to the Department of Human Services from the Federal Facilitated Marketplace (the FFM). We registered applications and processed the Affordable Care Act (ACA), Aid to Aged, Blind, and Disabled and Spend Down (SPD), All Kids Assist (AKA), Family Care (FC), and Emergent Need Medical )we had to process but could not certify. We had to send to management) for Non Citizens with representatives and process medical for Pregnant Non Citizens, Medical for NewBorns and Pregnant Mother’s. The manager’s, especially the LOA, set the office up as competition amongst the teams of employees. The atmosphere was relaxed, easy, and enjoyable because we could go into the workplace and listen to music on our headphones while we processed cases. We did not see customers in the HUB; We did everything for our job on the computer, mail, and the phone. The FCRC employees saw customers in the office. The LOA made it a point to keep the HUB separate from the FCRC by all means. They were not allowed to come to our office and fraternize by any means. Employees did not understand why. The FCRC and the HUB are literally next door to one another.

APRIL 2015, the SSCT I STARTED WORK WITH IN 05/16/2014 ALL BEGAN TO GET CERTIFIED AS HUMAN SERVICE CASEWORKERS, EXCEPT MYSEF AND ZANDRA. ZANDRA AND I BOTH WERE ON THE SAME TEAM UNDER HUMAN SERVICE CASE MANAGER MICHELE BORDEN. MICHELE ALLOWED MYSELF AND ZAMDRA TO GO WEEKS WITHOUT CERTIFYING US TO BECOME HUMAN SERVICE CASEWORKERS WHILE EVERYONE ELSE ON HER TEAM & EVERYONE ELSE IN THE OFFICE WERE CERTIFIED AND CELEBRATED. THIS SADDENED US NOTH, BIR NEITHER OF US SAID ANYTHING TO MANAGEMENT. THE LOCAL OFFICE ADMINISTRATOR ALLOWED THIS BEHAVIOR NOR MEVER REDIRECTED THE MANAGERS BEHAVIOR. TOWARDS THE END OF APRIL OR EARLY MAY, HUMAN SERVICE CASE MANAGER GARFIELD PHILLIPS CAME TO MY CUBICLE AND ASKED ME TO COME TO HIS OFFICE. HE TOLD ME IN HIS OFFICE THAT HECWAS GOING TO DO MY CERTIFICATION IF IT WAS OKAY WITH ME. I AGREED. HE TOLD ME WHAT THEY WERE DOING TO ME WASN’T RIGHT. THEY MEANING THE LOA, AND HER 2 MANAGERS E. JACKSON & M. BORDEN. HE TOLD ME MICHELE DID MOT WANT TO DO MY CERTIFICATION BECAUSE SHE DISLIKED ME. AND MRS JACKSON JUST DID NOT WANT TO DO IT. THE LOA DIDN’T MAKE THEM DO IT. IF MR. PHILLIPS WOULD MOT HAVE CAME TO ME THAT DAY I PROBABLY WOULD HAVE STLL BEEN NOT CERTIFIED. OUR ANNIVERSARY YEAR WOULD JABE NEEN 05/16/2015. I WAS VERY VERY GRATEFUL TO MR. PHILLIPS FOR HELPING ME AND TELLING ME WHAT HE TOLD ME. HE DID NOT TRY TO HIDE WHAT HE TOLD ME NEITHER. AS FOR ZANDRA SHE WAS CERTIFIED NEFORE ME EVENTUALLY BY MICHELLE BORDEN.

I DISCUSS THE TERMS OF TARGETED EMPLOYEE. TARGETED INDIVIDUAL. PSYCHOLOGICAL HARASSMENT. PSYCHOLOGICAL OPERATIONS. PSYCHIATRIC REPRISAL. WORKPLACE MOBBING/WORKPLACE BULLYING BECAUSE THESE ACTS WERE USED ON ME AS AN EMPLOYEE FOR THE ILLINOIS STATE of DEPARTMENT HUMAN SERVICES KANKAKEE COUNTY HUB by MANAGEMENT and EMPLOYEES OUT OF NOWHERE. AS A SSVT AND HUMAN SERVICES CASEWORKER, I NEVER WAS a PROBLEM TO ANY EMPLOYEES or MANAGEMENT. FOR THE MOST PART, I WAS ALWAYS QUIET UNLESS I WAS TALKING, JOKING, EXERCISING WITH COWORKERS WHOM SHARED THE SAME INTEREST AS I AND HAD MOST IN COMMON WITH. I LOVED THESE COWORKERS AS IF THEY WERE MY BLOOD RELATIVES. THE COWORKER I MET ON THE FIRST DAY of EMPLOYMENT (B) SAT IN THE FRONT, AND I SAT TOWARDS THE MIDDLE SECTION OF THE BACK OFFICE. I ALWAYS CAME STRAIGHT TO MY CUBICLE AND PUT MY HEADPHONES ON AND STARTED WORKING IN THE IES SYSTEM ON ASSIGNED MEDICAL CASE TASK. I WAS AND HAVE ALWAYS BEEN VERY PRIVATE AND ONLY WAS PERSONAL WITH MY CLOSEST FRIENDS. THE OFFICE ENVIRONMENT, in my opinion, WAS a DECENT ENVIRONMENT AND I NEVER WAS INVOLVED IN ANY OFFICE ISSUES AMONGST EMPLOYEES NOR DID I WANT TO KNOW. I RESPECTED EVERYONE and MOST OF MY COWORKERS CAN CONFIRM THIS AS WELL.

In Fall 2015, a Caucasian young male with dark hair, and a Caucasian Female with strawberry blonde shoulder length hair came to the Kankakee County FCRC to provide flu shots to employees. The LOA for the HUB and the LOA for the FCRC notified employees via word of mouth throughout the employees They asked for our health insurance cards, and stood very stern and very unfriendly. I was told by a coworker that they were offering the flu shot at the job. (The state of Illinois usually sends emails to staff informing employees of where to go for the flu shot such as the public health department or Walgreens). I have never had a flu shot and fell into the main stream media hype of flu virus increased. I nervously went to the the office next the the full conference room: next to the call center. When I walked in I saw a coworker just beginning to receive her shot. I still was nervous due to my disdain for needles and I believe in using naturopathic homeopathic medicines. When it was my turn to get the shot, I sat down and kept jerking my arm in nervousness. My coworker T, held my hand so I would stop jerking. The lady sternly squeezes the upper muscle of the arm and stuck the needle in quick. She seemed very cold, sterile personality. The male just stood there. This was the first time I received a flu shot ever in my life and swore to never do it again.

Summer 2015. Work hours are Monday-Friday, 8:30AM-5PM. Me and my coworkers would exercise a lot on our 15 minute breaks; and lunch breaks which were 1 hour from 12PM-1PM. We walked, ran sometimes, did incline lunges, outside. I had also brought in a lot of exercise equipment to the job for all co workers to use such as kickboxing bag, stepper, hand weights, balance ball, strength training ropes, jump ropes. I left the equipment in the conference room for all to use. Me and my coworker alternated making smoothies and juices every week. We also would go to the gym on our lunch breaks during the week. It was a nice environment to work in. However, like many offices, there were cliques. I did not pay it any mind and stayed out of others business. Everyone seemed to get along well.

Summer 2016, many changes began to occur within the office at the HUB. The manager whom did my evaluation was bullied and harassed. We did not know this at the time. He was bullied by the LOA & her 2 female managers. He was Nigerian born; he had good rapport with the caseworkers. I would see him walking outside of the building on his lunch breaks during the summer time. He was not my direct manager, but he assisted all caseworkers when we needed help. He and I did not speak much when I began the job. He helped others more than me. I basically learned the IES system on my own due to my direct manager stated she did not like me and never sat with anyone to conduct training. As I stated earlier, the Nigerian manager did begin helping me previously before the evaluation incident.

Summer 2016 brought about many changes with coworkers whom began to transfer to different positions for more income and different offices to be closer to their homes. However , I noticed many were leaving. I asked my coworker friend where people were going? She replied, “they transferred to other positions”. I also noticed that the office atmosphere was not as it previously were. The office atmosphere seemed dark as in the relaxing and easy environment was no longer relaxed and fun as it were. The environment felt evil, dark. Employees would mean mug or look at you mean as if you did something to them. I noticed that a few people did not talk to me anymore. However, I just carried on as normal. I noticed that a few coworkers had mentioned to me ,”ignore what people are saying about you”. I would reply, “ what are they saying about me because I never talk about anything to them”; and “why would I care what others say about me?” I kept hearing this statement several times. (I now know that this was part of the psychological torture script for the targeted individuals program). To cause paranoia and isolation amongst myself and my coworkers.

The caseworker I befriended on the first day at the job began acting very mean and suspicious. She began distancing herself from me by making such comments as , “ this is the end of our chapter as friends “; “I don’t want to walk with you anymore because I feel uncomfortable “ in regards to a man I was seeing. She and I would walk on breaks sometimes she mainly surrounded herself with coworkers whom shared her rudeness, deception, and meanness. She was the only person in the HUB amongst the workers whom had a Doctorate Degree. She fancied herself as a prophet for Jesus. She would write books on her self transformation. (BOOKS TRANSFORMING TO LEGACY AND OTHERS SHE WROTE). She would always speak negative of everyone’s behavior and state GOD showed her something about a person. She is very business savvy. She has written a few books and spoken at many churches. After I met her in 05/2014, a few months later in the Fall 2014, I assisted her with finding sponsors for a banquet she held at the Kankakee library building. I got up early on a Saturday and went to businesses surrounding my area and discussed her cause and was able to get several sponsors. I also, attended the banquet for which she had speakers she knew whom spoke on uplifting communities, restorative justice, Gospel, social work, culture, education, and the youth. I thought it was great and was very proud of her I never would have thought that she would commit the act of workplace bullying/workplace mobbing, spread false rumors, smearing campaigns, and lead a group of employees to come against me for no reason other than the root to all evil -MONEY! (I now know the program is called TARGETED INDIVIDUALS, and is used by Federal Governments, Corporations, Institutions, Intelligence Agencies, Academia against whistleblowers, Protestors, Dissidents, and persons used for Nonconsensual Human Experimentation Research purposed. The definition of Targeted Individuals and Psychiatric Reprisal, Psychological Harassment/Psychological Operations of Torture used by the intelligence agencies and military will be explained next. I have never been a whistleblower nor a protester. passive aggressive personality.

Summer of 2016, I broke out in hives everywhere on my body. I thought that maybe it was from a reaction to the pedicure I recently had done. However, I always had my feet and nails done at that very same nail salon for years and never broke out in hives or had any other allergic reaction. I called my primary care physician (PCP) for an appointment. The doctor prescribed me prednisone for the hives. They took a while to go away. That summer 2016, the office management administrator Phyllis Baxter, and her managers Borden and Jackson moved the coworker, Bridgett I befriended on day 1 from the front cubicle to the back cubicle. My cubicle is toward the back and on the aisle. I asked her why did they move her? She stated, “a Caucasian coworker-L, (whom she disliked always) talked so loud and her voice was getting on her nerve so she asked to be moved”. She had extreme dislike for several co workers whom sat up front around her cubicle which was seated in the front and on the aisle. Many she had nothing but negative comments about. One co worker, whom is also a school teacher background (as she did); another she didn’t like her voice, but prophesied to her; another she didn’t like her voice. Another she just didn’t like. It was always something. She didn’t like that I turned down federal jobs because she felt it could be for others whom wanted it. She thought she knew everything. All I know is when she moved towards the back everything began to change. Also around this time, the LOA gathered a group of staff she called her Special SNAP Team (SNAP stands for Supplemental Nutrition Assistance Program). They were her “special team” for processing the SNAP applications for requesting households for food benefits through the Department of Human Services. (special team is a term used in military such as special ops).

Fall 2016, the office culture and atmosphere felt very dark, gloomy, and not full of the office comedians making jokes. I noticed that many of my coworkers would look at me weirdly and not speak. I still paid it no mind and would just come in and go straight to my cubicle as usual. I just knew something in my gut wasn’t right. That first co worker Bridgett began fraternizing with everyone in the back, even those she despised. They would be laughing loudly and congregating in each others cubicles a lot. I knew of 2 employees whom disliked me because I was quiet, Private, didn’t fraternize with them., and they always gave me funny looks whenever I came to work. I dressed in dressy tight attire. I was in shape and extremely into fitness and health. So I can understand why they would come against me. But at the time, I didn’t know why the first coworker came against me. I’ve always been very supportive of her and her endeavors. I couldn’t for the life of me understand what happened or caused the change. What brought about this ill will attitude she had towards me. So I tried to speak and she would just blow me off. I would text uplifting messages as we used to do and she would respond very generic “thanks”. I got the message loud and clear she disliked me.

That November 15,2017, that coworker and a few of her mobbing co workers began walking together in cliques the whole shift. they would walk back and forth laughing and making remarks as they walked past my cubicle. This went on for weeks and then months. Comments about my face, skin, the way I talk, she think she is White, she is so ugly, I can not stand her, etc as they laughed. One day as we were walking to sign out for the end of the shift, 1 of the 2 jealous females stated, “Hey Lois, do you feel spooked?” I didn’t hear her as she was walking behind me so I asked her to repeat it and she did. I didn’t know what she was talking about so I ignored it. At this time a lot of coworkers were not speaking to me and some appeared scared to speak to me. I didn’t know what was going on then. The day before Thanksgiving break there was a office party. I did not attend. I still was baffled and bewildered about what was going on and nobody would tell me any thing. The day after Thanksgiving break I called off of work because I didn’t want to deal with the drama. I called off work and spoke to the (HSCM) HUMAN SERVICES CASE MANAGER, Mrs Jackson whom told me I was eventually going to have to come in and face whatever was going on. The day before our Thanksgiving break, I reported the harassment to Mrs. Jackson and discussed I didn’t know what was going on. She wanted to conduct a meeting between myself and the first co worker Bridgett and another employee Davina, whom I thought I was close with. I stated to her “I did not want to do the meeting and I didn’t want to interfere with someone’s job”. While I was in her office the staff was leaving for the day and the coworkers called me on my phone. I held my phone up to show her they were calling my phone. Later that evening the first co worker I met on day 1 left a voicemail on my phone stating she didn’t know what was going on. She didn’t know what was going on between me and the other co worker. And call her if I felt like talking. I never did call her. I knew something wasn’t right. That’s all I knew at that time.

I arrived back to work on a Tuesday. When I arrived back at the office , the office atmosphere still seemed very cold, quiet, not the ordinary environment. Some workers greeted me and some did not. When I logged into my email, I saw a memo from HSCM Jackson referencing reports of staff workplace harassment and how it will not be tolerated. From this point I was embarrassed and did not want her to do that. It brings attention to the victim ; like snitching code. . However it was what it was. The bullying continued and would not stop. As each of the group of coworkers walked past and would make a rude name or comment about things only certain people in my life would know about. I’ve always been very private. The only person whom knew some of my personal life was the coworker I met from day 1 Bridgett. One of the tactics of the targeting program is to pay someone close to the target to begin telling information about the target, in hopes of getting the target to react or act out, cause work performance decline, and depression so it appears the target looks unstable and violent.

The day 1 coworker would not speak to me. She walked back and forth and would not speak. We’ve never had an altercation or any qualms whatsoever that I was aware of. Her behavior was very evil and suspicious acting.

I made up my mind to go into work and not say anything. Many of my close coworkers in my fitness group transferred to other offices to be closer to home. Coworkers Connie & Wendy both transferred to offices closer to their homes. They were two of the coolest people in the whole office. I was happy for them but sad as I knew they would be gone and we would rarely see one another. Davina is another coworker whom I enjoyed and cared for as well like a sister. She left to move to Arizona or California to care for her mother and had plans to relocate there the summer of 2016. Myself and coworker Wendy planned a surprise gift for her going away party she had. She was one of the funniest people in the office to me and always made everyone laugh no matter what. SO to my dismay, I was puzzled to see that when she returned from Arizona or California she became buddies with the coworker from day 1 Bridgett I had met. They never liked each other ever. Me and coworker Davina barely spoke anymore for whatever reason. I found it odd she was socializing with the coworker from day 1. However, I just ignored and worked. Coworker Davina sat in the mid front cubicle section when she returned. This is where the 1st co worker used to sit until she was all of a sudden moved towards the back in the summer of 2016 I remember that summer I asked her “why did they move you to the back”. She stated because she was tired of hearing Laura’s loud voice and Doris voice. She had been sitting up front hearing both of their voices since June 2014 up until June 2016. It has never been a problem then.

I must explain the personality of coworker 1. She is a narcissist, a self proclaimed minister/prophetess of God whom goes around throughout the community and surrounding communities speaking about uplifting others, speaking about God and Spirituality, teaches GED and college courses for those seeking GED & Higher learning. She would write books about herself called “TRANSCEND TO LEGACY” and promote them as she was a positive person whom God shown herself and she became a better person for it. she would go throughout the office prophesizing everyone’s shortcomings except her own. “God showed or told her something about someone’s life”. That summer on one of our many walks we did on our 15 minute breaks she said to me “her season of being around me was over and she would no longer be walking or being around me”. Meaning she did not want to be around me. She used the excuse as well that she didn’t want to be around me because I was seeing a gentleman whom her supposedly cousin was seeing and this made her uncomfortable “. I stated to her “that was none of her business “. She stopped walking and being around me after that day and began walking with her 2 friends whom were just as messy as she. One was loud all the time, Kathy. They were always smiling and talking about others and had a mean girl spirit about themselves throughout the office. One is now working with me now as a Staff Development Specialist. I would see them walking as I walked alone and just wave. She was correct the season was over. Never have I ever had someone I knew I was a good person to say such a mean thing to me. i discussed what she said to me with my older friend Betty, whom resides in Georgia. She agreed that the comment was evil as well. Me being the person i am, i just went with it and left it alone.

I began surrounding myself with more positive persons at the job. One sat directly across from me (Wendy). Wendy was always polite and shared the same interest as I with fitness and health, family, life, spirituality. Very kind hearted, encouraging person. Like a sister to me. Connie was always positive and uplifting to me. Patty, the other school teacher, always very encouraging as we would all go on our walks and talk about kids, jobs, life, politics, fitness, movies, etc. Never nothing negative. I love those ladies.

Connie transferred to another FCRC office earlier that fall or late summer 2016; Wendy transferred to another FCRC fall 2016 and went off to training. The harassment became transparent when Wendy went away to training. Bridgett had gathered several staff (Latoya, and Myra-the 2 whom never liked me for their own personal female reasons), Ryan, Kathy, Theresa, Davina, David. I have never did anything to either. I had respect for Ryan due to he was very intelligent in my eyes. Kathy is Bridgetts best office buddy and they were thick as thieves. Bridgett, Theresa A, never liked one another from day 1 when the job began. They all of a sudden were thick as thieves. She surprised me. Bridgett always stated to me that Theresa was sneaky and she didnt trust her and stated it was something about her eyes which were deceitful. I always tried to keep the piece with them. Me and Theresa knew eachother before the job began through our classes at Governors State University for the Criminal Justice Program. Davina and I had been friends for the same duration as myself and Wendy, we were like sisters, but bumped heads and made up after awhile. I loved her though. whether we spoke or not and would’ve done anything for her because I knew her heart.

When Wendy returned from her training, our relationship was distant where we did not talk much. Prior to her leaving, she would ask me was I telling anyone in our office about things she and I discussed. I stated no. I asked her the same due to coworkers whom harassed me knew things she and I discussed. (I now know what was going on; back then i did not and almost lost my sister friend). When she left that fall 2016, the harassment increased. The behaviors of the harassing staff was allowed by management. During the holidays of Thanksgiving and Christmas, the local office administrator Phyllis was off work. I emailed her regarding the harassment while she was gone and requested to have a meeting with her and the regional director Gayle Stricklin. When she returned after Newyears holiday, She sent me an email regarding complaints. She pushed it back a few days. When she finally met with me the manager on duty Elizabeth Jackson was present in the office and took notes as i explained the harassment. She asked if myself and Bridgett had any issues outside. That was quite the opposite, because me and Bridgett had not been around eachother since the summer of 2016 when we would occasionally walk on our 15 minute breaks.

On one occasion, Bridgett brought me a bag of vegetables from her garden she had in her backyard and brought them to my cubicle. She stated, “here, you can use these vegetables to for your juicing”. I looked in the bag, the vegetables wreaked of pesticide spray and were wilted badly. I then looked at her puzzled and wondered why did she give me rotten pesticide vegetables. She walked away and did not say anything. I threw them away as soon as i left the building. On another occasion, her friend whom is deceased named Marian Jones came to my cubicle and said, “here i was cleaning out my closet and since you like shoes i thought about you and she had them in a grocery bag. myself and Marian have never spoken on any occasion. I told her to donate them to somebody else. She appeared offended. I took 1 pair. when i got home i threw them away. (i now know that all of this was done to make me paranoid as to their intentions. On another occasion, Bridgett walked with me down the aisle and began stating that she and kathy fell out for what i can not recall. She tried to say Kathy is not a friend to her. I stated they were friends, but they just knew what type of friends they are to one another. Then she responded, “hook, line and sinker”. I looked at her weird. I asked her did the office appear different to her and she stated no. then she walked away. On another occasion, Theresa was at Latoya’s cubicle and when i stood up, i heard her say with the sneaky smirk of hers, “i dont want to have anything to do with this”. and she walked away. Prior to Wendy leaving the office, Bridgett went to all staff with a piece of paper and then purposely skipped over me. She went to Wendy’s cubicle with a piece of paper and whispered. I inquired recently with Wendy during these last 2 years 2018-2020 about that incident. She stated that Bridgett was telling her about her new book. This was very peculiar, because they did not talk. Bridgett judged Wendy as well. And she always came to me whenever she wrote a book and i always promoted her book to others i knew and on social media. She purposely skipped my cubicle and looked at me as she whispered to Wendy and others. I saw her go to Teresa Black cubicle and whisper with the paper. i overheard Teresa state, “not if it is going to effect someone’s job”. (there is more to her statement later when i confronted her after my job was taken from me). All of this was for the staff to get paid to harass me and make it look as if i was having a paranoid breakdown, effect my work progress, cause depression, or cause me to act out. I did not know that then of course. This was not the Bridgett I began the first day of employment with and got to know well and thought fondly of because she was very entrepreneurial personality.

In January 2017 when the LOA Phyllis returned, she appeared to be interested in protecting Bridgett and the workplace mobbing partners whom followed her. She spoke to me as if i was having a mental illness. i definitely was not and can prove it because several of my coworkers via text, email, or messenger text verified the workplace mobbing. As well as, Elizabeth Jackson put out a all staff email regarding the group bullying. all will be posted to support my claims. Everyday, Bridgett and her co harassers were allowed to come into work and complete a few cases and walk around in groups continuing the harassment and nothing was being done about it. This occurred daily from 8:30am-5pm, Monday-Friday. The Loa watched and said nothing. When i saw nothing was changing after the meeting with the LOA and Mrs. Jackson, I contacted OEIG which is the Office of Executive Inspector General of Illinois, and also the (OIG) Office of Inspector General to file complaints. I also contacted the then Illinois Governors Office, Bruce Rauner, regarding the hostile work environment and the workplace harassment/mobbing.

Phyllis scheduled a all staff meeting in which she discussed the workplace harassment, violence, hostile work environment. During this meeting she allowed Theresa A, Latoya Warthon, Bridgett Fifer, Kathy, and others to continuously make references of staff being mentally ill. This was repeated several times with no interjections by Phyllis Baxter, Michelle Borden, or Elizabeth Jackson. I must explain that when Phyllis started as the Hub LOA, she constantly mentioned prior staff she had at other offices she managed whom suffered from mental illnesses, and could not keep up with the job workload, and discussed how she always referred them to FMLA which is the Families Medical Leave Act. Many of the staff can attest to this. Everytime Theresa Alaran mentioned “mentally ill staff”, she looked directly at me with a sneaky smirk. I looked at her and rolled my eyes. Every since she made the comment at Latoya’s cubicle, “i dont want nothing to do with this”, I stopped speaking to her due to what was going on, she joined in on the bullying. I stopped speaking because they were all acting very fececious towards me for no known reason i knew of. I was always the same at work, quiet, listened to my music, did my work, stayed out of gossip, exercised, walked, talked to a select few whom i considered my friends. Many staff can attest to this, at this job and my past employers. Never any write ups or anything.

I didn’t receive any help from management at all. they allowed the behavior to continue every day. I received a call out of the blue from some female stating she was from the governors office whom stated, “did i contact the governor’s office? the governor will be sending a representative down to the office to speak with you when she returns from her vacation from out of the country sometime next week”. That representative name is Dr. Constance Y Williams, the Region 1 Director of the Department of Mental Health within the Illinois Department of Human Services. I would meet her in 03/2017.

Prior to my meeting with Dr. Constance Williams, the staff would be making rude provoking statements such as: Theresa and Latoya, “She is so ugly, aint she”. Bridgett and Latoya imitating the affect of my voice, stating “she think she is white”, or imitating the way I walked. On another occasion, I was in my cubicle and Myra White walking with Bridgett came in my cubicle and hugged me and said, “oh poor baby”, and left. Later that day, i felt her throw some type of liquid from a water bottle in my cubicle as my back was turned. i reported the hugging incident to Phyllis, and she did nothing. She tried to act concerned and said, who touched you?”. On a different occasion during summer 2016, i was returning from lunch, and was reversing my car in the front of the building as i always do, and accidentally bumped my co worker Bonnie Draper’s vehicle. i immediately got out the car and apologized to her and checked her vehicle for up to 2 weeks. There was no damage to either vehicle. I gave Bonnie a hug and continuously apologized to her. Myra stated to Bonnie and other coworkers, “i wouldnt have hugged that bitch or accepted that bitch apology”. I was later told that day what was said by Bonnie and Davina. Davina sat in my cubicle and we were talking and I asked her. She shook her head in agreeance of what Myra said. I asked Bonnie, and she said “E (as she always called me), do t worry about it, no damage was done”. She agreed that Myra said the statement; Myra walks past my cubicle and came back and made it a point to stop and listen to the conversation. I asked her, “why did you feel the need to call me a bitch about a incident that had nothing to do with you?”. She stated “because I wanted to” sarcastically and repeated it several times. I told her it had nothing to do with her and to get out of my cubicle. Connie, my friend, had to come over from across the cubicle and calm me down. She stated, “they talked about Jesus, you are no exception”. Davina was very quiet and stated she didnt want me to say anything to Myra. Myra and Latoya always disliked me because i was quiet, dressy, private, and didnt engage in messiness or talk to them much. This was about 30 minutes before time to leave for the day. I said nothing else to Myra. Bridgett asked me what was wrong as I walked to the signin sheet and I told her Myra. I signed out and left for the day. Bridgett called my phone later when I got home and we discussed the incident. She told me “Myra was messy like that and that she is a ex addict with the messy behaviors still in her”. She has not contacted me in the phone in a long time. Now that I look back on it it was different

Before I move foreword with my story I feel I must explain the targeted individual program. Many citizens dont know the program but once explained they will understand and can say they’ve seen the program in many entertainment films and television programs. I watched one of my favorite movies from the 1980s, Trading Places, where Eddie Murphy and Dan Ackroyd played the parts of the Targeted Individuals; and, the Duke Brothers and a High Security Clearance Federal contractor destroyed both of their livelihoods with smearing campaigns, lies, bets, false rumors, loss of their jobs, homelessness, arrest, and the mental illness, criminally setup, and criminal stigmas falsely placed on both persons via a $1 bet and insider trading contracts . The targeting caused the intended target, Dan Ackroyd’s character, to become depressed. Act out, attempt suicide, become incarcerated, isolated from his friends, family, coworkers, and police as a result of the targeting. Every time he tried to tell someone what was going on, he was dismissed as mentally ill. This in turn resulted in the modification of both lead characters behaviors. The Eddie Murphy character fit the criteria of a poverty stricken minority whom could be experimented on and the. Released once the experiment return the results the Duke brothers and the security contractor desired. The Dan Ackroyd character was framed as a criminal drug user and incarcerated. Much to my dismay, as I lie in bed one evening watching the movie, I was enlightened as to the targeted program for which I was put in and these same tactics were used against me by those with a high security clearance (Illinois SmartState Federal List) as the security contractor in the movie had high security clearance as well.

Phyllis put me in contact with a Department of Human Services Investigator by the name of Taquiyyah Shakur whom reported she will be contacting me regarding the harassment and hostile workplace. She asked would I like to meet outside of the workplace or at the workplace. I told her outside the workplace. Phyllis kept telling me I could use the empty office of our former Human Services Case Manager Garfield Phillips to speak to Taquiyyah. Mr. Garfield Phillips was forced out of the job by Phyllis, Michelle Borden, Gayle Stricklen, Elizabeth Jackson. He was the only handson Manager that helped all 3 teams of caseworkers with the IES system and how to process the cases. He was the only manager whom walked the Hub floors and interacted with the staff. Phyllis, Michelle, and Elizabeth would take late lunch breaks coming and going. Phyllis would come into work and would not signin. They would be in Phyllis’s office for most of the shift with the door closed from the summer of 2016-to when i was removed from the job in 03/2017. While staff tended for themselves. They would not fraternize with Mr. Phillips. In summer 2016, i would see Garfield (we called him Charlie), walking outside on his lunch break. He always looked nervous to me. We later found out that Phyllis, Gayle, Michelle, Elizabeth were harassing, and causing a hostile work environment with Mr. Phillips. He was forced out of the Hub (he has a federal lawsuit against them for the harassment he received). All of the staff wondered what happened to him. I later found out the reason why personally from Garfield and court documents found online. I was able to find him summer 2018 and explain to him what happened to me by Phyllis, Gayle and their minions. I will elaborate more on this later in the story. I have never in my life went through anything like this with workplace bullying/workplace harassment/workplace mobbing, targeting at any job i have ever had in my life. And at each job my personality has always been the same.

I would continue to receive harassment via my coworkers. I was made to feel as if I was the problem and the harassing staff were not by Phyllis, Michelle, and Elizabeth. Many of the staff would congregate in each others cubicles , and in the bathroom, and conference room throughout the shift and nothing was ever said to them about it. They were never written up with any disciplinary actions whatsoever. This continued until the day I was removed.

On another occasion Phyllis decided to hold a all staff meeting on workplace bullying and hostile work environment. It is at this time Theresa A began for no reason whatsoever repeatedly stating the phrases “staff has mental illness “ and she was allowed to restate this several times without no interruption from Phyllis or any management. This is witnessed by all staff. She has mentioned before that Bonnie and another caseworker had some issues. I never would respond to it. As she made the statements repeatedly, she would look at me with her sneaky smirk. The targeted individuals program the target is falsely labeled and smeared as having mental illnesses. This started a rumor campaign(also a part of the targeting program tactics). She would not let up on the statements either.

When I saw that nothing was being done by management I began documenting the staff behaviors as I worked on my computer. Day in/day out they were allowed to harass and not work. Led by Bridgett. One day as I was working I saw running applications in the background of my computer. I was able to find these applications because my computer kept kicking me out throughout the shift and no one else’s computer did not. This effected my work productivity. I emailed to phyllis continuously each time. (The targeting program involves hacking of electronics, to interfere with the victims work productivity, and all the victims electronics). The background running applications had nothing to do with the state of Illinois; the applications had blackberry phone, iPhones, iPods, tablets, laptops, desktops, all which I had owned). I wrote them down immediately and took them to Phyllis whom reported she would send them to security officer she knew. I made copies of what I wrote down and still have copies.

Bullying at Work: Workplace Mobbing is on the RiseMobbing is “bullying on steroids,” a horrifying new trend whereby a bully enlists co-workers to collude in a relentless campaign of psychological terror against a hapless target.

Targets are usually anyone who is “different” from the organizational norm. Usually victims are competent, educated, resilient, outspoken, challenge the status quo, are more empathic or attractive and tend to be women, aged 32 to 55. Targets also can be racially different or part of a minority group.

The target receives ridicule, humiliation, and eventually, removal from the workplace. It leaves the victim reeling with no idea what happened or why. It takes away a person’s safety in the world, dignity, identity and belonging and damages his or her mental and physical health. The effects also radiate outward toward the target’s partner, family, friends and even community., loss of personal and social relationships is a outcome of this psychological operation program in which the target is at first oblivious to what is going on and once realize what’s going on has lost those close to him/her

Because an employee is being targeted and criticized, he or she may be seen as a “troublemaker” by others and thus be ignored and isolated by otherwise OK people. Former allies can thus turn against him and he is left socially isolated. They think: “well, he’s being criticized by management, there must be something wrong with him and I don’t want to be tarred by the same brush!”

Gossip and innuendo spread behind closed doors before the target is aware of what’s happening, as previously loyal co-workers are enlisted to provide personal information that substantiates damaging rumors. Often the person instigating the mobbing is emotionally immature and threatened in some way by the target. People with personality disorders often employed tactics such as “splitting,” which pits members of a team against each other in order to exact revenge against a perceived slight or insult by the target.

ALL OF THE ABOVE HAS HAPPENED TO ME AT MY JOB LOCATED AT 255 N. SCHUYLER AVENUE IN KANKAKEE ILLINOIS. CLOSE FRIENDSHIPS WITH CO WORKERS REPUTATION RUINED. FOR ED OFF MY JOB. THE MENTAL ILLNESS ATTACK USED AGAINST ME. ALMOST HOMELESS. FALSE RUMORS. PERSONAL AND INTIMATE RELATIONSHIPS RUINED.
